1. Preheat the oven to 180 C (356 F)
2. In a skillet, brown the beef with the garlic and onion powder
3. Place the beef into a small casserole pan
4. In a bowl, whisk together the egg, tomato paste, milk, and a pinch of salt and pepper, then add the grated cheese and stir
5. Pour the egg mixture into the casserole pan
6. Bake in the oven for 35 minutes
